(Received August 10, at 9.10 a.m.) General Count yon Waldersee, late chief of the general staff of the German Army, has been appointed Commander-in-cliief of the Allied forces in China. He sails in a fortnight. Tiie Czar has congratulated Count Waldersee on his appointment. The selection is generally approved.
