LONDON, August 9. (Received August 10, aD 9.10 a.m.) The announcement that M. Iswolski had succeeded Count Muravieff as Russian Minister of Foreign Affairs was premature. His successor, it is announced, will he M. Lamsdorff, of the Foreign Office. COLONIAL STOCKS BILL. The * Colonial StocL-s Bill has finally passed Parliament. Davidson has been elected president of the Wesleyan Conference for 1901. A HEAT WAVE. • OTTAWA, August 9. (Received August 10, at 7.40 p.m.) The thermometer at Toronto registered 90deg Fahrenheit—the highest for 46 years.
