SUGGESTED MEDIATION.
It has been pointed out by the State department in Washington that a popular movement reported in press despatches I rom Belgium having in view a petition to' President M'lCinley asking him to offer to become mediator to the belligerents m boul-li Africa is 'altogether misdirected, ami' shows ignorance of American policy of abstention from intruding in matters which are not of his country's business. The two nations interested are aware that the President would acc'npt promptly and with pleasure any suggestion of mediation coming from both of Ihein, but neither country had given any hint ot i esiring anything but neutrality from the United States.
