THE iCAISER HAS .HIS DESIRE. Press Association—By Telegraph—Copyright BERLIN, January 26. The Gorman Federal Council have sanctioned the construction of 19 new battleships, eight large and 15 small cruisers, an-d an addition of 33,746 men.to the personnel of the navy. The Federal Council's increase to the navy will cost 1,600,000,000 marks. The expenditure is to be spread over a period of 10 years. An additional 261,000,000 marks will be expended on docks ..and harbours.
