PARIS, June 19.
There is a deadlock in political affairs due to the Socialists claiming -a-pfoportion of the vacant portfolios. It is consequently found difficult to form a Ministry who are likely, to command confidence. President Loubet is determined that a strong Cabinet shall be formed, and is concentrating as far as'possible the different parties in order to prevent a revival of militarism. PARIS, June ,20. , (Received June 21, at 0.35 a.m.) M. Rousseau has failed in :>forming a Ministry. General Bru'gere declined the portfolio of War, while M. Krantz declined the portfolio of Works,- disapproving of the proposed punishment of the officers of the department for issuing orders of the day commenting on affairs. M. Rousseau intended to assume the office of Minister of War, and select General GaliSet as chief of the general staff.
