(Received April 20, at 10.40 p.m.) Much doubt exists in the City about the exact working of the proposed new stamp duties. Bankers and brokers consider it will affect the colonies very little. Loans will nbt be affected, but "the 5s duty will agply to bonds, debentures, and shares.
