WELLINGTON, April 17.

At a meeting of the Public Works Committee of the City Council, the city solicitor gave his opinion on the question of whether persons can be placed on the supplementary lists under " The Municipal .Reform Act, 1598,"' merely on the ground that they were not placed on the original list, or whether; they must acquire the qualification later wii-bin the meaning of section 71 of '' The Municipal Corporations Act, 1886." His opinion was that to be entitled to be placed on the lists after they have been made -up a person must have acquired a qualification he did not then possess. '
