PARIS, September 23. M. Zurlinden, as the Military Governor of Paris, has decided to prosecute Colonel Picquart, although Ministers refused him that authority when he was Minister for War. Paris is in a ferment of excitement.
(Received Sept. 25, at 5 p.m.) Colonel Picquart is confined in the military prison in the Rue dv Cerclo, in Paris. He is not allowed to see his friends or lawyers. There is much popular enthusiasm in tho army at the prosecution of Colonel Picquart. A great ovation was accorded to General Merrier, of the 4th Army Corns.
Le Temps states lhat General Zurlinden outwitted tho Cabinet. He obtained the signature of General Chanoine, who succeeded lurn a._ Minister for War. .or the prosecution of Picquart by a trick.
M. Clemenceau, tfjriting in the Aurore, declares that the military caste is seizing Prance, and that never since the Revolution has so dangerous a, crisis occurred.
Madame Parlme'r, wife of the deputy whom the journal La Lantome attacked in connection with the Dreyfus case, facing to find the proprietor and ed'tor, shot tha sub-editor thrice because t!*e lancr issailed her daughter. LONDON, September 25.
(Received Sept. 26, at 0.45 n.m.) Tho Observer states that Count Estel'hon. declares that he wrote the bordereau at the request, of Colonel Sandherr, one of the members of the conrt-martia. which tried Captain Dreyfus, and who has since died. It was intended to constitute material prool of Droyfus's jtuilt, the Military Intelligence department merely possessing moral proof against Dreyfus. He obeyed Colonel Sandherr's order without, the slightest hesitation, although he realised it was a forgery. Through the French agents at the German Agency the bordereau appeared to emanate from thence.
