What good purpose can it serve Germany'or' France,, Germany especially, to increase the might of Russia, her next-door neighbour? Suppose, as. compensation for their assistance, they obtain large slices of Chineoe territory, (hey cannot", in1 the event of- making war Rgsinst Russia at any time, mike use of these ))o«sessionß without having a dominant sea power ; while Russia, being connected by land, can, with the aid of her trans-Siberian railway, strengthen her forces immensely with the hardy inbabitßnts of Northern Cbina, with the ultimate, result of crushing both parniany and France in turn.
