The Judiciary Committee have practically completed its labours. It is understood only a few verbal »ltaration3 have .been made in the bill of ISOI, bus nothing is officially allowed to transpire. From the offljial statement communicated to the press it is apparently no farther forward than when it started. Toe Chairman has hopes that to-morrow will see something decided with regard to the distribution of surpluses and the question of debts. The Railway Commissioners of NY.v South W«.les, Victoria, and S uth Australia will probably be examined to-morrow, but nothing will be done with regard to the railways until the debt and surplus questions are decided. From the chairman.'.* remarks one gathers that his hopes for a settlement tomorrow are based on the assumption thas the difficulties which beset to-day's discus--Bion d» not again crop up. It is believed that ths rival scheme? of various financiers hart much to do with the rumoured deadlock. Unless the Finaocial Cammittee arrives at a -settlement q aickly there is little chance of finishing b&fore Esster. The Constitutional Committee devoted today to che consideration of the powers to be aiiven to tbe Federal Parliament. With a few alterations they practically adopted the powera in the Commonwealth Bill. The most important alteration was -the making of a provision for legislation dealiDg with foreign compaoiß3 trading in any State. The nezt subject, which will be taken to-r.ight, is likely to keep the committee etgaged for sometime—namely, money bills. This committee will probably finish its labours on Wednesday.
