Press As«ociation—By Telegraph—Copyright. London, February IS. In the House of Commons, the second reading of Mr Samuel's Boilers and Engines Bill was carried by a majority of 60 votes. The bill requires psrsonß in charge of boilers and engines in mines to hold certificates of competency. The Government opposed the second reading on the ground that it would weaken the liability of employers.
