OTAGO SCHOOL COMMISSIONERS.

Tha monthly meeting of the Otago School Comnsigrioners was held yesterday, and attended by Messrs J. Walker Bain (in the chair), W. Dallas, and A. Baldey.

Consideration of an application from the Otakia Drainage Board for a subscription towards the erectiou of a pulsion wheel waa deferred till next meeting, Mr Dallas and the secretary to sind in a nrH.tcu report. An application was received from the Soulhland County Council for payment of " thirds " of deferrnd payment and perpetual lease rents.— It was resolved (o forward a copy of a,u official return from tbe Commissioner of Grown Lands, Invercargill, to the Southland County Couucil, with au iutimxlion that the commissioners were prepared to pay on tbe basis of the return.

Mr William Suodgraas applied for tho right to minfj for coftl on an area'of ihree'acros on Huii 301b. Te Anau. —It was resolved to inform tbe. lessees of the run that the commissioners ir.t:isded to grant the right to raise lignite en the run, and ask them if they had any objection to the same.

The Town Clerk of Oamaru wr..-te stating that the'only area the council required on Mr Buiburj's farm was ti 3r 34p, and that they were prepared to pay for this area, and aUo to give access to the land severed, by the race. Mr G. Lynoh, lessee of section 14, blcck XIV, Wendon District, .wrote asking the commissioners to nssist him in erecting a r.tbbitproof fence.—lt was revolved to inform Mr Lynch that the commissioners had made no arrangements to contribute to the cost of wire netting, but any cost incurred for that purpose would be met by the valuation olausc iv his lease. •

Mr G. Chewings, of Mossburn,. wrote a&kiog the commissioners to allow the settlers to use the dead timber from runs at Wairaki, and suggesting regulations whereby a royalty might be charged for the said timber.—lt was decided to reply that the conditions of the lease of the runs prevented the aommisaiongrs from entertaining the proposal.

Mr J. W. Robertson wrote offering lOi per annum for a 21 ye-irs' lease of sectiou 22, block VIII, Quetnato»n. —It was reßolved to invite tenders for a 14- years' lesse of the section.

The Official Asßigr.ee wrote, stating that he had sold Mr John Ryley's interest in the leate of section 2 of 33, block V, Otepopo, to Mr Alex&uder Anderson, aud asking that the lease be transferred to Mr Anderson.—lt was reeolved to sanction the transfer.

Me John Aitcheson, lessee of section 2 of ]2, block VI, Hawksbury District, applied for consent to transfer his interest in the lease to BJt P. Toomey, of Waikonaiti.—lt was agreed to sanction the transfer on the usual torms.

Mr Watson Rhodes, councillor for the Clinton Riding of the Clutha County Council, wrote suggesting the desirableness of having the boundaries of the Clutha and Southland Counties; adjoining the Clinton Riding, altered.—lt was decided to inform Mr Rhodes that the commissioners had no interest in the matter. ,

Mr J. L. M'Donald forwarded an application from Mr Wilson Hall for a reduction of rent, and reportad on same.—The' application was declined.

He reported on an application by the National Mortgage and Agency Company for one year's extension of lease of Kun 327 c, rent free, on account of loss incurred thcough the severity of the winter of 1895—The application was declined. ••,'.. ... .

He forwarded a letter from He J. Martin, leßsee of section 17, block XIV, Lumsdeu, applying for a surrender of the leass, and stating that if the rent was reduced Mr Martin's father wonld take up the lease.—lt was resolved to accept surrender of the lease if the rent was paid up to November 1. He forwarded a letter from Messrs T. and J. Hood, lessees of section 7, block 111, Weiidonside, asking for time to pay their arrears.—lt was resolved to accept a promissory note, satisfactorily endorsed, payable in sis months, fcr the amount of the arrears.

He forwarded a letter from Mr Robert Thompson, lessee of section 2, block IV, D&n'ieltown, asking for cosecnt to the transfer to Mr James Merrifield.—-The transfer w&s ap proved on the usual condition*. ■ '

He forwarded an application oy tt't Jolm Ferguson, lessee of section 32, block IV, Menz:es Ferry, for a reduction,—The application was declined. . '

Mr Charles Rout Applied "for' consent" to' V transfer of the lease of section 4, block XtV, Township of Lumeden, from Archibald Macalistec to James Blaikie.—The transfer was approved on the usual conditions. ' ■ Mr M'Donald reported on an'application by Mr T. Ambrose to lease sections 7 and 18, block XVIII, Gore, at 10s each. —It was resolved that Mr Ambroso be informed that sectiou 18 was already let for £1. Mr M'Donald forwarded a list of tenants who were greatly in arrsar with their rents, and it was decided that ho be authorised to sue for all amounts due. ' •

The Secretary laid on the table a lUb.ofi tenants in Otago whose rents were'over one year in arrear, and was instructed to give the tenants 14 days' notice that if their rents were not paid within that time summonses would be iesucd against them.

Mr Dallas proposed and the Chaibman seconded—" That the resolution of October 15, 1895, to grant permission to Mr Graham to mine for coal bu rescinded ; his amended application to be approved, subject to the commissioners being protected against any claim for compensation; the action" in rescinding the resolution not to be taken as a precedent."— The motion was carried, Mr Baldey,dissenting, as he thought the meeting had no right to revoke any resolution passed at a. previous meeting without giving* notice of intention to do so, and particularly when there was only ft bare quorum present.
