An Invercargill telegram states that the Southland Charitable Aid Board received a telegram from the Premier no the effect that grauts from local bodies received pound for pound subsidy, but the subsidies are not payable unless the money is handed over unconditionally to the Charitable Aid Board, who are responsible for the expenditure. The Government cannot counti>n»nce the handing over of moneys to charitable aid boards for the purpose of extracting subsidies for works to be done for local bodies. The expenditure of the money must be purely for the benefit of charitable purposes. As the InvercargiU Borough Council had granted £200 for the relief of the unemployed to the Charitable Aid Board on condition that that sum and the subsidy was spent on public works in the municipality, they having to superintend, which the Charitable Aid Board havo not, the efiect of the Premier's telegram will be the stoppage of all such work on Saturday night, when the council's contribution will be exhausted.
