ST. KILDA.
The annual statutory meatm** of tbe St. Kilda, Borough Cuuncil, held for ths purpose of installing ths mayor-elect, was attended by Cts Allan, Parrel!, and Daut, and Mr Hugh Gourley (m»yor-elect).
Mr Gourley, having made the usual statutory deoiaratioD, took his se?.t as mayor of ths borough?for the ensuing year.
Mr Aixa.n, in proposing a vc-ta of thanks to the mayor for hi 3 ssrvicas to the borough iv the paat, expressed a hope that h8 would lie able to fulfil his duties (iurtng tho ensuing jeir in as ablo ft manner &i by had hitherto dosts.
The Mayor thauked the council for the hearty assisteHC's they had given him during the past year. Ho was pleased to think thr-t the citizens were antiftliad with his conduut. If they were not thuy would, of course, have brought opposition against him. He could only say, in conclusion, that the council would do the best they could with the little money at their disposal to improve ths borough.
The proceedings then terminated.
NORTH-EAST VALLEY.
The installation of the newly-elected mayor of Norfch-E&at Valley (Me J. Arthur) took place yesterday at noon; present—Mr David Anderson (mayor-elect), and Ore Calder, Macatukon-, Green, and Campbell.
Before vacating the chair the Mayor made a few rematka, in which hd referred to the eminently satisfactory state of tha borough finances as compared with last year. Tfee rates especially were being collected far better than in previous yeir3. In 1887 there were uncallected some £33 7b 6<l, and in succeeding years the deficiency in this respect; was abouS the same. In 1892 ifc was £6115s 6d, but in 1893 it waa only £22 Is 6d, while of the nine months already passed of this year th« amount still uuKollected was only £24 3s 63. The bank overdraft, as compared with last year, showed a considerable decrease. Before hs concluded he spaka iv complimentary terms of the manner in which Mr Arnold, the clerk, had performed his duties sioee he took effies, and he moved that the council accord him a, vote of thanks.
The motion was seconded and carried,
Or Green rose to propose that a hearty vote of thanks and appreciation of the manner in which he hud filled thu mayoral chair, aud of the service rendered by him during his leagthy t.«r?a of office as councillor, ba tendered to Mr Anderson, and time the same be recorded on the minutes.
Cr Oaldek seconded t.fae matioa, and trusted that Mr Auiierson's health would improve to such an extent thai; he would be ab!o to re3ume his seat at tb.B council table.
The motion vraa carried unanimously, and the Mayor acknowledged it with a few suitable remarks.
Mr Abthuk then signed the usual declaration and took his seat. In making % few remarks, he expressed Uis pleasure at takiag office when the borough was iv such a good financial position, as co.-apared to what it had been in years goua by. The affairs of the council were vow conducted on business lines, and he trusted that the polioy they had adopted would be continued in the future.
After some of the councillors had made & few remarks, the proceedings closed.
FORT CHALMERS,
The formal iustallatiou of Mr John Watson, juu., iw mayor of fche borough of Port Chalmers took place at noon yesterday in the Council Chambers. Sir Watson, having signed r,ae usual declaration, thanked tae councillors for their cordial support duriug t;he pa«t ye»r, and stated that it was faj^i intention at the termination of the present term to retira from public duties. Some of the councillors took the opportunity of recording their appreciation of ths maunar in which Mr '.TaSeon bad performed his duties during the past year. It was resolved that the employees be granted a week's holiday, and the counail yien adjourned until January 14-.
