London, May 6. The Hon. A. J. Balfonr, addressing a meeting of Unionist women, said that crime in Ireland was an organised means of political warfare. He protested against the Premier 1 meddling in elections and dictating to the House of Commons. Sir E. Grey informed Mr Hogan that the Foreign Office had instructed Sir H. Rumbold, British Miuister at The Hague, to insist on prompt recognition of the claims of Captain Carpenter, of the Costa Rica | Packet. Sir W. V. Harcourt has assured the Derby electors tbat the report of his intended retirement from offlce is entirely without foundation. _^
