In reply to a doputalion Lord Rosebery said he recognised the-great importance of a confereuce on au extension of tho aot of 1873, as suggested, but a very wide application might infringe the rights of foreign nations. Mr R. Raid, of Victoria, aaid, if applied too widely, they might con Goo the concession to Canada, Australasia, aud the Cape Colony. Lord Rosebery promised that the question would receive tho careful and earnest consideration of tbe Government at an early date.
