President Harrison has conferred with Secretaries Blame, Foster, and Sherman, and expresses himself gratified at the tone of Lord Salisbury's latest communication. In America the British Premier is considered to have made a complete surrender. The U.S. Government are sending a reply accepting Lord Salisbury's proposals. (Per Press Association.) Washington, March 30. (Received March 31. at 0.45 a.m.) " The Senate has uncohditibnaUy ratified the Behrmg Sea Treaty, including the Marquis of balisbury s proposal as to damages for illeeal seizure of sealers. 6
