DROWNED AT SEA. (Received February 1, at 0.45 a.m.) Helander, mate of tho Welcome, which has arrived from Kaipara, was washed overboard during a gale on Friday night and drowned. He was well known in the New Zealand steam trade. THE NEW HEBRIDES. Sir Samuel Griffith has interviewed Mr Dibbs on the New Hebrides question. Both agreed that the Presbyterian authorities should appeal to the President of the United States and induce him to come to an understanding with the other Powers in order to step the practice of making spirits and firearms a medium of exchange between traders and natives. The French and German Govern- | ments have intimated their willingness to adopt a similar regulation to the one suggested by the British; but the United States has declined to concur, and while this is so Germany and France hold back. Tho revenue for the year exceeds tho estimate by L 53.000, and the expenditure was LIO.OOO less than the estimate The balance to credit at the end of the year was L 107.000. The estimated credit balance for current year is L 49.000. It is intended to raise the balance of the loan as soon as possible and to prosecute the construction of public works.
