!We have received a copy of a pamphlet entitled " Tha Persecution of the Jews in Russia," which contains a summary of the SDecial and restrictive anti-Semitic laws, a letter on the subject addressed to The Times of November 5,1890, and a report of the Guildhall meeting io December of the same year, together with the text of the memorial to the Czar, and the letter from the Lord Mayor accompanying it, which were bo curtly treated. The snmmary discloses the existence of a vast mass of stringent and contradictory laws, piled up without consolidation, and the speeches I made at the Guildhall were eloquent appeals against their harshness and arbitrary character. However successfully it may be argued that Russia has a perfect right to expel such as may be considered' aliens, no one can have the hardiI hood to defend the cruelties with which the laws, notably the edict of 1882, was sought to be enforced, and it is satisfactory to note from recent cable information that, while expulsion is still apparently intended, it is to ba carried out with at least the semblance of humanity. A clear idea of the nature of the case as put forward on behalf of the Jews can be gained from a perusal of the book now acknowledged. The colonial agents of the Waterhury Watch Company have sent us a copy of " The Waterbury," an illustrated publication issued monthly !in New York in .the interests of the retail watchmakers. It has a circulation of 20,000 in the United States, and a special Australasian i edition is also published. The latter contains ' illustrations of scenes, &c. in Australasia, with ' desoriptive matter; and there are also scattered \ throughout the publication a number of humorous illustrations, together with short
oomments of a readable nature. " The Waterbury "is very nicely printed—as most Amoricau publications of the kind aro-tho illustrations being a feature in their clearness and general excellence. Wg have receivod "Tho New York News Lotcor," a creditable periodical issued by the New York Life Insurance Company, mainly cluvotod to pressing iv an attractive way the claims of life insurance, but also containing other matter of interest and some well-exeouted illustrations. _
