The Emperor William feels argry at the treatment received by the Dowager Empress Frederick during her recent visit to the French capital, and has expressed indignation at the attitude the Parisians assumed towards her. In order to show the Emperor's feelings in the matter, General Yon Caprivi, Imperial Chancellor, has ordered the mobilisation of three German army corps on the French frontier.
