The Attorney-general explains that the Federal Constitution scheme which he is drafting is not intended for submission to the Federal Convention, and his object is merely to have it privately discussed by the Tasmanian delegates. Copies of the scheme, he states, were marked confidential, and the publication o£ details of the scheme was a breach of confidence.
