(Hecelved February 14, at 1 a.m.) The Northampton election took place to-day, and resulted in the return of Mr Mansfield, a Home Ruler, who defeated Mr Germaine, the Tory candidate, by a majority of 1713. [At the last general election the difference in the number of votes recorded in favour of tho Liberal candidate, who was at lhe top of the poll (Mr Bradlaugh), and the number in favour of the Conservative candidate, who was at the bottom of the poll, was 914, so that the Liberal majority has increased.] ENGLAND AND THE COLONIES. Lord Salisbury, replying to Lord Dunraven, said the Government had no definite proposals to submit to the colonies relative to the creation of an Imperial war fund. The country would not submit to a discriminating system in favour of the colonies and against the rest of the world. A conference would be inexpedient, unless salutary and practicable proposals were ready for discussion. THE SERVIAN THRONE. Belgrade, February 12.
