London, February 19. {Received February 20, at 1 a.m.) In the House of Commons to-day Mr Balfour said that at present there were only 40 persons in gaol for offences under the Crimes Act. As to boycotting, the number of offences had decreased from 4900 to 150. The amendment to the Address-in-Reply was negatived by 307 to 240.

In tho House of Lords the Karl of Belrnore eulogised Sir H. Parkes' action in taking steps to bring about the federation of Australia. Lord Knutsford said he did not receive any despatch on the subject, and expressed confidence in the ability of the proposed convention to overcome all obstacles in the way of federation.

It is understood that the Cabinet approve of Sir G. S. Baden-Powell's motion of sympathy with Australian federation. Mr Parnell asked Mr W. H. Smith again to-day what action the Government intend to take on the report of the commission. The Government leader promised to invite the House to accord its thanks to the commission.

The entry of the report in the journals of the House was ironically cheered. The Opposition profess indignation at the behaviour of the Government.

Mr Bradlaugh has been appointed a member of the committee to report on the Western Australia Bill.

Baron de Worms has pi-omised to inquire into the alleged flogging of the natives in West Australia.
