(Heoolved November 19, at 1.15 p.m.) Heavy rain has fallen for the past 3G hours throughout the country districts, and considerable damage has been done to the wheat crop. THE ATTEMPTED CABLE MONOPOLY. A letter received from Sir Harry Atkinson re an American company parleying with the Hawaiian Government for the exclusive right to lay a cable between Honolulu and San Francisco, is engaging the attention of the Government. THE QUEENSLAND GOVERNMENT. Brisbane, November 19. (Heceivefl November 10, at 1.15 p.m.) The Hon. W. Pattison, Minister without portfolio, who resigned his seat in the Cabinet in October last has rejoined the Ministry as Colonial Treasurer. The Hon. John Donaldson, Postmaster-gjjneral, has resigned his portfolio, but will remain in the Cabinet without a portfolio. Mr Charles Power, member for Burrum, has been appointed Postmaster-general.

Mr D. R. Morehead, Colonial Secretary, in replying to Sir Henry Parkes' proposal for a dominion, states that the position already achieved by the establishment of a federal council furnishes a favourable starting point for federation, but in order to meet the views of the Premier of New South Wales he will throw no obstacle in the way of complete federation. He concludes that he is willing to fall in with the idea of Mr Gillies, Premier of Victoria, for a convention of members of the federal council and others. Adelaide, November 19. Dr Cockbum, the Premier, replying to Sir Henry Parkes, says that while he does not wish to dispute as to the best method of approaching federation, which is much to be desired, he thinks it will only be necessary for New South Wales to join the Federal Council it order to have the subject discussed by a thoroughly representative body.
