Atkinson will be considered to Kofflmlttee of the whole to-morrow, Mr Watd will thon move tho following resolution as an amcndmcut to the I'remier's resolution: —" (1) That the grosß total cost of conveyance of the ocean mails shall not exceed £20,000 per annum. (2) That expert euee having shown that the San Francisco service dobs not meet one of the main objects for which it was originally subsidised—namely, the opening up of trade with America—but on tho contrary has served to develop a formidable competitor in the Australian markets against producers of this colony) it in Dot desirable that further subsidies be granted to it. (t!) That the Government be authorised to arrange for a fortnightly 42-45 days' service by direct steamers, at ft gross cost of not exceeding £20)000 per annum, no bonuses and ho penalties, further than a reasonable rate of hues for late delivery. (4) That failing satisfactory arrangements being made with direct steamers for a fortnightly service the Government be authorised to arrange with tho P. and 0., the Oriunt, or other linos with which equally favourable arrangements can be made, for a weekly service via Melbourne, at a total gross cost, including intercolonial services, of not exceeding £20,000 per annum, (5) That no service be arranged for a longer period than 12 months:"
THE OAMAUU SEAT. Sir Robert Btout was a passenger for the South to-day. I understand that he in no way encourages Mr Jellieoe's candidature for the Oamaru seat; on the other hand, I am informed by a Minister that he has expressed his intention of doing what he can to secure Mr Hislop's return. I was uuaula to see Sir Robert Stout this afternoon, so cannot confirm this statement one way or the other. In regard to Mr Jellieou's meditated candidature, I hear that since the announcement th»t several local men are in the field he has reconsidered the matter, and has determined not to contest the seat Unless all other candidatuß retire. It is stated that negotiations are proceeding wilh a view to reduciug the contest to a duel between Mr Jellicoe and the late Colonial Secretary, aud that the Opposition, or prominent members of the party, are I endeavouring to bring about this result. I have since heard that the local candidates will not retire, and that therefore Mr Jellicoe has determined not to contest the seat,
