THE CIVIL WAR IN SAMOA.

News by the steamer Lubeck from Samoa states that a Samoan named Sali has been arrested for causing a fire at the Consulate, tho damage being estimated at 100,000dol.
It is feared that a native rising is about to take place in Tutnilla, owing to some of Tamasese's men having imprisoned a number of adherents of Mataafa. The number of the followers of Tamasese is rapidly decreasing, and unless Germany goes to his assistance it is believed that those remaining will quietly return to their homes, leaving Mataafa master of the position without a shot being fired.
