THE BULGARIAN DIFFICULTY. Buda Pesth, November 17. At a sitting of the Bulgarian delegations to-day, Count Andrassy strongly condemned the admission of the fact of the alliance between the Emperors of Austria and Germany being taken into consideration as a means of settling the Bulgarian difficulty, as it would be opposed to the interests of Austria, Count Kalnoky expressed his concurrence witb this view, and declared that Austria must uphold the autonomy of Bulgaria. Russia, he added, has no special rights in regard to that country.
