She leit Westport at 215 p.m. on the 22ml inst, arrived at Lyttelton at 7 a in on the 24th, left again at 5 30 p m same day, and arrived at Akaroa at 10.3D p.m.: moved on again at midnight, and readied Timaru at 2.15 p.m. on the 25th; proceeded on at 5.40 p.m Bame day, and reached Duneilin a< above. Kxperienced moderate to fresh S.E. winds and overcast weather to l.yttelton; from there to Aknrua file weather, and thence strong southerly winds aud high sea to Timaru ; from there to Muerak: fine weather; the ice to arrival strong southerly wind*, with rain and snow. We thank Mr Lawson (the purser) for report, &c. From a recently published report of the Board o' Trade, we learn that the board have not seen their way to propo c legislation for discouraging the employment of fi'reign seamen on British ships. In th- first place it is said the proportion of foreigners now employed throughout the whole mercantile marine of the country is very much less than the proportion that might have been employed under the old law, which limited the number to one-'ourth In any ship. Tlie percentage of foreigners is now about 14. or about one-seve th.aud no sound reasons have been advanced why fie shipowner as an employer should b-i prevented from employing skilled foreign labour. T-ie universal testimony is that the major ty of foreigners who find thiir way into British ships a c Scandinavia s and Germans, and are very go id se-imen in many respects; in fact, many owners and masters allege they are better m-n than a large mino ity of British seamen. and that these foreigners ire more trustworthy than the lower class of British seamen. It is cleir that the business of th* shipowner would be ii'inrcets irily iute.ferred with, and the safety of life aud property at sea wou'd not n^cessardy be increased, if any measure were pas-ed to prevent them from se'ving on board British shipj. There are still ample British Beamen to furnish f 11 reserves that the ltoyal Navy requires. Wheiher. therefore, th^ question br regarded asa factor in the" labuu"" prob em, orasa factor in the safety c life and property at sea, or as af'Ctor in naval contingencies, them is as ye", nnth'itg in the employment, of foreigners in Bri'ish ships which appears to call for restrictive legislation.
