(Special to Press Association.) London, July 13. (Received July 11, at 1.10 a.m.) The Russians have flogged a clerk in the employ of the British Consul at Kesh a town 30 miles south of Samarcand. The us° °f the outrage was the refusal of the clerk to divulge information regarding the English Afghan frontier agents.
