Sib, —While standing at tbe bottom of a flight of stairs looking into a tobacconist's window, I saw coming down the Btairs a dog with a hat tied to its tail, and because it did not come down quick enough, the boy who had tied the bat to the dog's tail gave the dog a kick and sent him rolling down the stairs. Surely, Sir, thia cruelty to dumb animals should be looked after, and be put a stop to. No doubt it was fine fun for the lad, but for all the fun the dog had to suffer.—l am, &c,
