The Finance Committee recommended the payment of municipal accounts amounting to £68 23, and water account (£l3).—Adopted. The Works Committee recommended that the inspector be instructed to abate the nuisance* on section 16, block XI, at the .earliest moment possible; and also to warn the neighbours against depositing filth there for the future. —Adopted. MOTIONS. 1 The Matob moved the motion standing in his name, of which previous notice had been given, to the effect that a special meeting be convened,' to be held on Friday, August 1, for the purpose of taking into consideration the advisability of borrowing £10,000 on the security of a special rate of 6d in the pound on the annual rateable value as per schedule submitted. Or Thomas seconded the motion, which was carried. . The Mayor, in moving the motion, regretted that circumstances left them no other course open, and up to the present time they were fain to tide over their difficulties in the reduction of the Bank overdraft, which had been done as far as possible; but a loan was necessary to place them in a financial position Bimilar to other boroughs. The 6d rate was to be levied merely for security, and perhaps it would never be required. A portion of the loan would be spent on the 10-acro endowment, so that it might be improved and cut up into sections ; speculators would then buy them up, and thus they would prove a source of income. The Mayor also referred to a letter which had appeared in a weekly paper which circulated in the district, containing strictures on the proposal for raising the new loan. The points raised by the writer he refuted, and stated that the schedule of works to be executed out of the loan was the same as the last one, and characterised the letter as a " base insult to everyone who sat at the Council table."
The meeting expressed approval of the defence of the Council from the insinuations oi the writer of the letter.
