Waddington, who have been deputed by tho French Cabinet to conduct the negotiations with reference to the Franco-China difficulty in Tonquin, have arrived in England, and gone to Walmer Castle, the seat of Karl Granville, to confer with tho British Foreign Minister with the ' view of arriving at a settlement of the difficulty. At to-day's wool sale the catalogue comprised 11,400 bales. The market was firm. Paris, Septembor lii. General Bouet has retired upon Hanoi, leaving garrisons in" possession of the various forts recently captured. Hongkong, September 14. (Received September 15, at 0 30 p m.l . News has bssn received that hostilities have been renewed botwoon the French troops and the Anamese force known as the " Black Flags." The accounts to hand state that fighting lasting for fully eight hours recently took place at Phoukai. The engagement was a severe one, aud resulted in a loss of 52 to the French. " The Black Flags" are reported to have lost fully 500 men. The latest intelligence from Canton states that the Europeans in that city aro very uneasy in consequence of the violent antiforeign placards which have been extensively posted there. , September 15. An International exhibition at the Crystal Palace next April is projected, under the auspices of Mr Levey;, but a larger scheme for an exhibition at Kensington is also on foot. The Agent-general has convened a meeting of tho samo committee which acted in regard to the Melbourne Harbour Trust Loan to consider the data collected as to the best type of dredge. The Standard considers the danger of a foreign convict establishment in tha Pacific as sufficient to justify the attitude of the Colonies in regard to annexation, aud condemns Lord Derby's dispatch as cold, curt, and unsympathetic. The Colonies are only asking what is vitally essential to their welfare, and this the Government, with gratuitous unkindness, refuses to give them, on account of political pedantry. After the recent fighting in Anam, the French authorities beheaded 30 " Black Flag " prisoners. The" Times says if France prosecutes the Tonquin campaign she will probably embroil herself with Europe., Cortachay Castle, near iVfar, has been burnt.
