The Board considered tho following report from Itnngor llughau:— I hnvo the honour to report havim.' recently inspected defemd-payment himis in Citlins, Ofcira, Tnapcka West, and Waitahuna districts. I enclose return cf improvements effected by each selector, with the exception of Wnitahima district, the year iiot having yet expired. 1 havo also to report that there oru several selectors «!»> aro ""' complying with tho cmdilions cf tho Act. Ihcy aio as follow :— John Vincent, section ), block 111, Catlins -Tim

selector erected a hut whoii ho got Hie land, but somo timoaf.er abandoned it, and hai not bince returned. There are no impr.ivemoiits of any kind on tho land, from Inquiries 1 havo made 1 bolicvo he has left tho district. 1 would recommend that the license bj can-

celled. Michael Nash, sections 33, 11. nud 42, block XI, Tim cka West.- In this case the land has been f. need in, and about ."0 acres are broken up and partly in crop. There was a email hut on tho land, but some tiu'cagoitwai burnt down, and at tho present time thoie is n> icnidcnco on tho land I beliovo that this selector is »t piescnt living at Wetherjtoncs. In thia case 1 would suggest that tho selector bo call" il upon to show cause why he does not personally reside on the land.

James M'Donald, section 11, block 11, Tuapcka Wuot.—There arc no improvements of any kind on the la-id,- nud I would recommend that the license bo cancelled.

John Tucker, section 2:), block 11, Tunpeka West.— In this case the road-lino has been fenced, and about 60 acres cultivate.) There is, howcvor.no residence on the land. James lirownridge, section 2, block 11, Otara. There sm no improvements of any kind on this land and I would recommend that Iho license bo om colled.

You will obicrve that in ca=o3 whoro imp^verconts hnve been madcl have recommended that the selectors bo called up-'ii to show '.-auso why they have not complied with the uondiUoim of the Act. This, I think, is only fair. Tlie.v shot;ld have an opportunity of explaining why they have not done sj.

The Board resolved to call upon the selectors who had made improvements, but who are nonresident, to show cause by their licenses should not be cancelled. In the other cases mentioned, tho licenses to bo cancelled forthwith. Mr Clark thought the report showed a very satisfactory state of affairs in connection with the deferred-payment system in these districts. Out of about 30 licenses reported upon, there wero only six cases in which the conditions had < not boon fully carried out. FIXING VALL'KS OF PERPETUAL I.KASBHOI.ttti. The Board proceeded to consider the capital 1 values to be placed upon lands set asido for disposal under tho perpetual leasing system in the Lower Hawoa, Lower Wauaka, Tarras, Sutton, Maniototo, and Strath-Taiori districts. They fixed the values at amounts ranging from £1 os to £5 per acre; tho upset rent to be fixed at 5 per cent, on those values.
