The- Right Hon. W. E. Gladstone will on Monday next, 20th inst., introduce in the House- of Commons the motion of which he gave notice last week for the adoption of new rules to govern the procedure of parliament, including the cl&ture.

In the House of Common^ to-day Mr Gladstone took occasion to deny that his recent speech, during the debate on Mr Smythe's motion for the establishment of Home Rule for Ireland, was intended as an incitement to the Irish to continue their agitation for Home Rule; and added that he was not prepared to give self-government to Ireland in a greater degree than to England or Scotland.

Intelligence is to hand that a disastrous explosion has occurred at Arendon Colliery, at Durliairi. As far as is known, fully 70 miners have lost their lives, but the full extent of the mortality has not yet transpired.

The shipment of frozen meat from Sydney, by the Orient Company's steamer Guzco, is not selling well in the London market, the pi-ice liUving fallen to 5d per lb. The cargo was very badly packed, the shape of a number of the carcases having been spoilt. It has also been found that the bottom portion of the cargo consisted of the carcases of old ewes. Scotch mutton is now soiling in London at lOd per lb. Mr Gladstone has given notice of his intention to move a series of rules for preventing obstruction and bringing debates to. a close. If these are adopted debates may be stopped on it being intimated by tHe Speaker or the Chairman of Committees that there is a majority of over 200 members in favour of that course. If the minority against the closing of a debato is found to bo less than 40, the debate can be summarily stopped. Two standing committees each of CO members, are to be appointed. One of these committees will devote itself to the consideration of bills relating to law and justice, and the other to measures affecting trade shipping, and manufactures. The adjournment of the House cannot be moved during -question time, and no division can be taken upon a motion of adjournment unless 20 members rise to support the motion. No amendment is to bo received in Committee of Supply on Mondays, except it relate to the particular estimate to be discussed.

The Irish members are greatly chagrined at the refusal of the Government to release Mr Parnell and the other members of Parliament now under arrest. They have declared that they will again resort to systematic obstruction, and endeavour to block all legislation until their demands are acceded to.

The probabilities of war between Russia and Austria have been the subject of anxious comment on the Continent. During the past few weeks a Beries of bitter attacks upon Austria have appeared in the Russian Press with the apparent sanction of the Government, and there have also been indications of preparations for war. In order to show that the AustroGerman alliance is still firmly maintained, Prince Bismarck has addressed a communication, to the- Russian Government informing them that the German Ambassador will be recalled unless measures are taken to stop the unceaßing attacks upon Austria in the Press.

Bull and Wilson, a large London firm of woollen merchants, having business relatious with the Australian Colonies, have been compelled to call a meeting of their creditors. Their liabilities are set down at £124,000. Threats of assassination have been unceasingly directed against Mr Forster, the Chief Secretary for Ireland, who has rendered himself specially obnoxious to the Land League by his vigorous administration of the law. During the past year he has received no less than 400 threats. In some instances precautions were taken for his safety, but in the majority of cases the communications were treated with Contempt.

Much alarm has been occasioned in Russia by the spread of rinderpest, which has caused great destruction of cattle. The plague has been specially fatal in the district of St. Petersburg.

The Order of the Garter has been conferred upon Albert L, King of Saxony. The_ Earl of Fife has proceeded to Dresden and invested the King with the insignia of the Order.
