CHINESE IMMIGRATION TO THE UNITED STATES.
Following are the clauses of the recent Treaty concluded between the United States and China for the regulation of Chinese immiration;—. ' -
Article I. Whenever, in the opinion of the Government of the United States, the coming of Chinese labourers to the United States, or their residence therein, affects, or threatens to effect, the interests of that country, or to endanger the good order of any locality, within the territory thereof, the Government of China agrees that the Government of the United States may regulate, limit, or suspend such coming or residence, but may not absolutely prohibit it. The limitation or suspension ah all be reasonable, and shall apply only to Chinese who may go to the United States as labourers, other classes not being included in the limitation. Legislation in regard to Chinese labourers will be of Buch a character only-as is necessary-to enforce the regulation, limitation, or suspension of immigration, and immigrants' Bball not be subject to personal maltreatment or abuse. : ,; ' .',,-■ : \\, ~.'., .'.'; .; ' ..,.,
Article 11. Chinese subjects, whether'proceeding to this United States as traders or students, merchants, or from curiosity, together with their body and, housohold servants, arid Chinese labourers who are now in the United States, shall be allowed to go and come of their own free will and accord, and shall be accorded all the rights, privOeges, immnnitiea, and exemptions which are accorded to the citizens and subjects of the moßt favoured nations. :
Article 111. If Chinese labourers, or Chinese of any other class, how either permanently or temporarily residing in the; territory of the United 'States, meet' with ill-treatment at the handb of any other persons, the Government of the ; United iSltatea .will exert all its power to devise measures for their protection, and secure to them the same rights, privileges, immunities, and exemptions as may be enjoyed by the citizens or subjects of : the most favoured nations, and to which they are' entitled by treaty.; -..••. ; -..-..■;•;■. .-.'•l :■■_.■■. ■;:; ! ; ! i -.-::. The fourth article stipulates that the Chinese Government shall- have the right to discuss any legislative measures adopted by j this country to give effect to the foregoing provisions, if, in the opinion of the Chinese Authorities, they are "found to work hardship upon the subjects of China, to the end that mutual and unqualified benefit shall result." ; Thii article further provides that such measures shall be communicated to the Chinese Government for review. :.''
