[By Submarine Cable.] REUTERS SPECIAL TELEGRAMS. London, January 27th. Mr Gladstone, in a speech at Taunton, reiterated the charges against the abominable Turkish regime. He insists upon England's responsibility, but considers that Turkey violated and destroyed the Treaty of 185G, and it was no longer ■binding.
