Wellington, January sth. At a conference of City Councillors, merchants, and others, regarding the wharf regulations, many alterations were made, generally in the shape of reduction in charges. Twenty-one deaths occurred, chiefly of infants, from diarrhoea. Tcere were two births during the voyage. The passengers are now being landed. They are a promising shipment. — *&■ ADDITIONAL EUROPEAN NEWS. Twenty-one lives were lost during Saturday and Sunday's gale on the Scottish coast. A ship, supposed to be the Poutiac from Sunderland for Bombay, was burned at sea. Twenty six of the crew perished. A despatch from Berlin says it is reported that Great Britain has finally refused to take part in the International Law Conference which Russia proposes to reopen at Petersburg. Prince Bismarck, in the course of a reply to Herr Windhorst in the Reichstag, said:— " I am in possession of conclusive evidence that the (Ecumenical Council was cut short on account of the Franco-German war. The councils would have been very different ■had the French been victorious. I kno,v ;.from the best sources that Napoleon was draggei into war very much against his will by Jesuitical influences. Archbishop Manning obtained audience of the Pope, who received him, and expressed the fullest confidence in the progress of Catholicism in England, despite the present misrepresentation of the policy of the Church. The Carlists have laid siege to Berga, fifty miles from Barcelona. The Chamber of Deputies unanimously adopted a motion for the immediate consideration of Garibaldi's pension. News has been received of the illness of the Czar of Russia, who is believed to be insane. The Iris says that Italian unity is irrevocably accomplished. If France wishes tc preserve the friendship of Italy she must recognise this fact, and not adopt a clerical policy towards the country. The Pope has absolutely refused to recommend the bishops imprisoned in Brazil to resign their sees as a measure for the reconciliation of their differences with the Government. AMERICA. The Spanish coasting steamer Tomas Broods, from .Santiago de Cuba, bound for Guananamo, atruck on Morillo, near Guan- : anamo, and sunk immediately; thirty lives were lost. The Cuban insurgents are operating sueicessfully. In au engagement at Sau Gregorio •recently sixty soldiers were killed and much booty captured. The village was fired, and the Spanish garrison surrendered after a fight. [: Twenty-five Spanish soldiers belonging to the Artillery garrisoning Fort St. Hillaco, in Central Cuba, revolted and seized a coasting 'schooner, and under threat of death ordered the captain to take them to a neighbouring Island. The captain set sail and ran his vessel aground. He then went to the nearest military post and informed the commander of the occurrence. He arrested the deserters, eleven of whom were shot next day and the rest imprisoned. Twenty-three bodies have been, recovered from the wreck of the steamer Empire at New Orleans. : The schooner Augusta went ashore at Point Maitland, Ontario, and four of the crew were frozen to death. ; William Blake, a member of the Californian Board of Brokers, suddenly' departed with about 10,000 dollars entrusted to him for the purchase of stick. : A tornado at Tueitnbia (?), Alabama, destroyed one hundred buildings, killing sixty persons.
