It seems that in 1863 the annual value of City property was £223,840; in 1804, £235,880; in 1866, £181,720; and in 1807, £121,750. Allowing for a difference iv the mode of valuing and for reductions in the cost of building, such an immense depreciation as the last two .years shows, must be deemed to afford the evidence that there are causes afc work to unduly lessen the value oi City. property. The other assistance the Committee proposes is a guarantee of the Loan which the Corporation already possesses power to negotiate. The guarantee, ifc is suggested, should bo extended, in the first instance, to only £25,000, the proceeds to be devoted to cleairing-cfF the present liabilities of the Corporation. On account of this £25,000, the Committee recommends that the Superintendent bo authorised to guarantor an advance to the Corporation oi: £0000 for twelve montlis, the proceeds to be devoted to the payment of the Corpora, tion's most pressing 'liabilities.' The rest of tho Loan tho Committee recommends should not bo negotiated nor sjient without the consent and appropriation of the Provincial Council. Then come provisions to guard against auy irregularities ou the part of the Corporation. The Committee nofc only requires that the Government should see that the Loan Money is expended as directed, but that the ratification of the appointments of tho Town Clerk and Engineer, as also their dismissal, should rest with fche Government. Tlie last recommendation perhaps, in the long run, is' tho most important, for ifc hi .one which, if eflect be given to it, must have a very large future influence on Municipal institutions in Otago. The Committee' points ont that the Corporation has only to deal with, tho management of property, and not with political matters ; and tliat, therefore, it would bo fair to allow the votes to bo regulated to some extant, by the amount of the rates paid by tho voters. A sliding scale is suggested, which gives one vote for property-of a less assessed value than £50, two votes when the property does not exceed £150, three votes when ifc is less' than £500 ; and four votes over fcluifc amount.
