FRANCE.
The French Minister of the. Interior has issued a circular directing that electors shall be allowed the unrestrained exercise of their right of voting ut the ensuing municipal elections. At a French election for a vacaat seat in the Corps Legislatif, the Government candidate has beeu beaten by the large majority ot nearly 2000. Trie French Corps Legislatif have passed the extraordinary budget by an overwhelming majority.
