A proposition to reduce the army, especially in Italy, has been submitted to the Emperor for approval.

The Minister of State proclaims that no Government representative will attend meetings of Financial Committee until the understanding with the Government with regard to the vote on the budget is arranged. The Financial Committee in reply have issued a declaration sustaining the rights of their representatives to free discussion.
