" In reply to Mr Henderson's motion, relative to the expenditure in "Bell Ward," I find that the actual expenditure exceeds the means placed at my disposal, and that the reason why these works remain unfinished is, that the number of" workers were, froai time to time, retluced upon the pressing representation of the Treasurer, that funds could not be forthcoming to keep up so large a weekly expenditure.
