It is true t that when iii office I held the unenviable position of 3 being the oldest secular servant of this Province, that f I took an active, and, according'to the testimony of s others, a useful part, in the preparations f<r liar 1 birth, that I was privileged to sit by her cradle, and , t'j be a guide of her steps in infancy and youth, the 3 traces of which, honorable to all her leaders, are pie- , served in laws and institutions which will long -uri vive our times. But, gentlemen, to be a good memb r 3 ofthe Provincial Council 13 a more difficult tnsk no*v - than formerly it used to be. The circumstances of - the Province, economical, political, and moral —her t rapid strides towards those objects, the attainment of which is fitted to make her powerful—the new scenes i and phases of society we have been brought into anil quaintance with, and may still anticipate—more than - eveiv-require that the mind.i of her represeutarives c expand to the full apprehension of her wants and ra--1 sources; and of the best ways of facilitating the purf suit of every social advantage, and cultivating the - welfare of every individual member of the community. On the important questions affecting the pro--3 videut disposal of the waste lauds —the multiplication s of the means of rapid communication, person? 1 and f postal, internal and external—the steady increase of - population, agricultural and non-agricultural—the 1 introduction of such trades and manufactures, for ) which we have a supply of the raw materials used in 5 them—the growth and the extension to every locality in which a population settles, of our Educational in- , s'itu'ions- the responsibility of the B<cc llive to the r neople's representatives-^-on all these and other important questions, engaging public attention!, I adhere r to the broad general principles I have openly detired 2 to Xiv« tffrct to. But it would be wrong to be, and I l am not, wedded to any particular modes of carrying * these principles into operation ; and, therefore, will t be disposed to adopt any methods whiohj*after difcust sion and deliberation, I may be convinced will be the i most practicable, the most efficacious and the best If > returned to the Provincial Council, my energies will I be devoted to the accomplishment cf these object 3, i and, as heretofore, I will consider my duties parar mount to my interests. : " i have the honor to be, " Gentlemen, I Your obedient servant, i J.
