His address will appear in to-morrow's issue. Dunedin, 13th February, 1863. TO THE HONORABLE JOHN HYDE HARRIS, ESQ, DUNEDIN. CJIR, —Your letter of"3lst January, in which you JO refer to the circular appeal which his Honor Major Hichardson addressed to the Hectors, has purposely remained unanswered till now, in order that before further communication with you, your supporters and the electors generally, might be allowed ample time to reflect upon the altered position in which you and they are placed, in consequence of the appeal'of his Honor Major Richardson to which you refer. While we fully appreciate the honorable feeling which prompted you to refuse to become a candidate for the office of Superintendent, until his Honor Major Richardson made public his intentions to withdraw from public life, and while we do also admire your subsequent straightforward and gentlemanlike conduct in allowing your supporters to reconsider and if necessary to withdraw their requisition to you, if any misapprehension existed as to his Honor Major Richardson s publicly avowed determination to retire from office; yet after maturely considering the conduct of his Honor Major Richardson, in first assuring the public, in unmistakeable terms, that be would not again seek the suffrages of the t lectors, while a!mo.-t simultaneously with that assurance, he issued a letter to the el ctors, asking for an expression of their views, oi to usi; his own language "whai I shall equally understand your expressive, silence," as to wnether he should again accept office; we say that aftt-r reflecting on the conduct of his Honor in this matter, and on the repressive silence of the electors with reference to his appea', and considering the flattering"resolutions in your favor passed at a public meeting at Lake Wakatipu, we would show ourselves wanting in zent for the prosperity of the Province" were we not respectfully to press upon jou the necissity of allowing: yourself to remain a candidate for the office of Superintendent.
