PROCLAMATION.

ADMITTING CATTLE INTO THE -PROVINCE OF OTAGO PROM GIPPS LAND; v

By His Honour John Larkins Cheese JRichardson, Esquire, Superintendent of the said Province.

Whereas by Section 9 of the " Diseased Cattle Act, 1861," passed by the General Assembly of New Zealand, it is enacted, that if at any time it shall be made to appear to the Governor that any infeetidus or contagious disease lias broken out in any district out of the colony, it shall be lawful for the Governor, by order in Council, to declare that such district is infected within the meaning of the Act, and from time to time to make such regulations as to him shall seem,fit for prohibiting the importation of cattle into the colony from such district, and the landing- or driving of such j cattle, and for destroying cattle imported, landed, or driven, contrary to such regulations. And it is by the same Act also enacted, that the Governor in Council may by warrant under his hand, from time to time delegate to the Superintendent of any Province within the colony, all or any of the powers vested in the Governor or Governor in .Council by the said Act. And whereas the Governor hath, with the advice and consent of the Executive Council of New- Zealand, delegated to me, John Larkins Cheese Richardson, Esquire, so long as I shall liold the office of Superintendent of the Province of Otago, the several powers vested in the Governor by the second, fourth, fifth, seventh, ninth, and tenth sections of the said Act, subject to being rescinded, as in the said Act is provided, and subject to certain regulations issued by the Governor in Council on the first day of October, one thousand eight hundred and sixty-one, and to anj' other regulations to be from time to time duly made. And whereas in pursuance and exercise of the powers so vested in Hie, a proclamation was by me issued under the public seal of tlie said Province upon the fifth dar of June last, declaring that after the date thereof all districts, places, and ports wheresoever out of the main land of the North and Middle Islands of New Zealand, shall be deemed to be infected districts within the meaning and for the purposes of the above mentioned Act. And whereas it is expedient so far to rescind tlie said proclamation as to exempt Gipp's Land from the operation thereof. Now, therefore, I the said John Larkins Cheese Richardson, in pursuance and exercise of the powers vested in me in this behalf, do hereby rescind the aforesaid proclamation to the effect above-mentioned, and do hereby proclaim and declare that after tlie date hereof all districts, places, and ports wheresoever out of the main land of the North and Middle Islands of New Zealand, except Gipps Land, shall be deemed to be! infected districts, within the meaning and j foi the purposes of the aforesaid Act, and that no cattle after the date hereof j until j further notice, shall be imported into the Province of Otago from such districts. And ! I do further proclaim and declare that the foregoing exemption of Gipps Land shall be subject to the following regulations, that is to say, that satisfactory evidence shall be produced by the master of any ship by which any cattle are imported into the Province of Ota^o from Gipps Land, that at tlie time of the shipment thereof such cattle were free from any infectious or contagious disease; that such ship has not touched at any intermediate port out of New Zealand on her voyage to this province; that any such disease amongst cattle was at the departure of such ship from Gipps Land there unknown; and that on any such cattle arriving at any port of this Province of Otago, the Government Inspector of cattle shall be satisfied that they are free from disease, otherwise they shall not be permitted to be landed. Provided, however, that the Superintendent of the Province may allow any cattle to be landed from vessels from the islands of Great Britain and Ireland, subject to such, conditions and restrictions as lie may deem expedient, and the circumstances of any case may require. The Government ; powder magazines at TJpnor Castle, Chatham, hid a narrow escape of being destroyed a few days since, in consequence of a fire breaking out. From the investigation "which has been instituted by the authorities, it appears that smoke and flames were first discovered issuing from a room adjoining that in, which some of the workmen at the magazines were employed. This was about seven o'clock in the evening', the hands, who were working overtime, not having left the Castle, The alarm bell was immediately rung, and every possible exertion used to extinguish the flames and prevent them communicating with other portions of the building1, the thousands of tons of gunpowder and filled shells stored in ths Castle rendering it almost certain that the .explosion of the magazines would result in the destruction of Chatham dockyard and arsenal on the opposite side of the harbour. By dint of extraordinary exertions, however, the fire was confined to the room in which, it originated, and within an hourßafter the' flames were discovered they had been extinguished, and all danger was at an end. The fire is supposed to have been caused by one of the workmen, who, contrary to this regulations on the. subject, had been smoking, hastily thrusting his Ugh ted pipe into the pocket of his coat,, which was afterwards hung up in the room in'Jwfiieh the fire originated."
