We publish for general information, the New Rates of Postage in force from and after April 1,1862 ;— N£W ZEALAND. RATES OP POSTAGE CHARGEABLE ON LETTERS, NEWSPAPERS, AND BOOKPACKETS POSTED IN TIIE COLONY.

All letters, packets, and newspapers posted in New Zealand, must be prepaid by affixing postage labels the colony of suliieietit value. LOOSJS LETTKHS. Ail letters received from beyond sea«,at any Post Oflice in this Colony, which have not been regularly posted at the pi aye of despatch (loose letters), are chargeable with full postage, according to the rates established by the foregoing tables, unless they are letters Avhich it is not compulsory by law to semi !• by post, in which ease they are chargeable with the inland rate of postage only. INSUKKIC'rENT PAYMENT. Letters and packets liable to more than one rate of . postage, and addre&sed to places within the Colony, or to the Uuited Kingdom, it bearing at leas,t a single T rate, will be forwarded and charged with the postage deficient, and another single rate as a fine. Letters , and packets so addressed, and bearing less than a single rate of postage, and all letters and packets otherwise addressed, not bearing the full postage chargeable, will be detained and returned to the sender in all cases where practicable. Newspapers, if posted Aviihout prepayment of the full amount of , postage chargeable, can neither be forwarded to their . destination nor returned to the sender ; but Aril I be [ delivered or forwarded to the person addressed, on j application, within six months, at tlie office Avhere I same were jiosted, and payment of the deficient ; postage iv stamps. f . REGISTHATroW. Any person can have a letter registered by affixing , on it hy means of the proper labels the amount of the fc registration fee, in addition to the proper postage, and j . presenting it at a Past Office during office hours, v and at least one hour before the closing ofthe mail by i which it is desired to be transmitted. Every prei caution wUI bs adopted to ensure the safe delivery of a registered letter, by entering it on the letter bills, 1 and obtaining arcceipt for the same on delivery. As the i Post Office, however is not responsible for tlie loss ot i- any letter, whether registered or otherwise, persons , sending bank notes or drafts are advised to take the n numbers and particulars, and to cut the notes or c drafts in halves, and to send them by different post
RK-DIIIECTION. Letters, newspapers, and packets wil be re-directed from one Post Otiice to smother on the written instructions ofthe person nddrer-sed, but on re-direction are chargeable Avith a new and distinct rate of postage, to l*e paid on delivery. pi:nat.tiks. Any person sending as exempt from postage letters not liable to exemption, or enclosing a communication in the nature of a letter in any newspaper or book-packet, it liable to a penalty of £20. BIZK AND WEIGHT. No book-packet or packet of newspaper* will be received, nor will any Postmaster be required to receive any letter if it exceed two feet in length, one foot in width or depth, or three pounds in Aveight. BOOK-I'ACKETS TO UK OI'KN FOR IIi'SI'ECTIOJf. Every book-packet shall be sent open at the ends or sides, and there shall be no enclosure sealed or otherwise closed against inspection sent iv or with such packet, nor any thing printed or written in the nature of v letter. CONTENTS. With the above limitations, a fpackct-book may contain any number of separate books, maps, print*, or pliototrraphs, and any quantity of paper, vellum, or parchment, either printed, written on, or plain, (exclusive of anything in the nature of a letter whether sealed or open,) with the binding, coA'cring-, or mounting" attached or belonging' to such book, print, map, or photograph, and nil things legitimately appertaining to or necessary for the transmit ion of any enclosed literary or artistic matter, but exclusive ofgla^ in any form.
