TUAPEKA MINING BOARD.
The first meeting of Mining Board took place on Tuesday, the 6th iustaut, at the Court House, Junction, Tuapeka. Present: Messrs. Savage, Clark, M'Masters, M'lntyre, Whyte, Caples, and Brodie. After some preliminary discussion Mr. M'lntyre proposed in laudatory terms, that Mr. George Brodie be chairman of. the Board. Seconded by Mr. M'Masters and carried unanimously. .
The chair having been taken,. ....'". • Mr. M'lntyre moved, and Mr. Caples seconded— " That the Chairman bo authorised to request, that his Honor the Superintendent would be pleased to cause an efficient clerk to be placed at the disposal of tlie Board for the purpose of keeping the books, and attending to the necessary correspondence of the Board."
Carried unanimously. " The next motion ,wus pi opo3ed by Mr. M'Masters, and seconded by Mr. M'lntyre—," That his Honor the Superintendent be requested to order, that the Board bo furnished with a sufficient number of copies of the Gold Fields Acts of New Zealand, as also any other Act or Acts that may refer to the occupation of Crown Lands on the gold fields." Both mover and seconder dwelt at considerable length as_to tha Absolute necessity of being in possession of information as to the exact powers delegated to the Board. The want of attention to this point in Victoria, had led to the framing of bye-la,ws in excess of the powers of the Board, and had been the fruitful source of endless litigation. It was desirable that this should be avoided here, for however advantageous it might be to pass certain bye-laws of liberal characrer, it would be wrong to induce men to set to work under them, where they might be_ upset in a court of law, and those who had spent their time and money, deprived, by some sharp practictioner of the fruits of their labor. Let them keep within the- law and rather seek for its alteration if necessary, than pass bye-lawß which might afterwards be upset. . The motion was carried unanimously. The following motions -which are of a formal character were then proposed seconded and duly carried, ' :■■'-.■ ■■■'•'.''■
Proposed by Mr. M'Masters and seconded by Mr. Clarke—" That the Government be requested to provide a permanent Board Room, and also supply sufficient stationery, &c:, requisite for the use of the Board." .
Proposed by Mr, M'lntyre and seconded by Mr. Caples—" That the Government be requested to furnish the Board with a map of the gold fields showing the boundaries of the Gabriel's Mining District traced in colors; also, the Government Gazette for the years 1861 aud 62. Mr. M'lntyre then submitted a code of rules for the management of the internal affairs of the- Board, which he proposed should be adopted, as standing orders. The clauses, some 19 in number, were then discussed seriatim and agreed to. They are admirably .adapted for the management of a legislative body, but are too lengthy to appear in our columns. Mr. M'lntyre then proposed and Mr. M'Masters seconded :—" That the bye-laws for standing orders for the Mining Board of the Gabriel's Mining District, be forwarded to the government for the purpose of being gazetted, and printed without delay." .; ■ ■ _ After some discussion as to the length of time likely to elapse before a reply could be .obtained from the Government, and the necessary documents provided, it was agreed that the Board should stand adjourned to Tuesday next, it being anticipated that before that day an answer would lie obtained.
