A discussion ensued as to the territorial basis to X adopted in estimating the proportion of each province whether it should b3 calculated upon the balance of available land, or to include the laud thaf had been sold.
In the absence of the representative of the Pro vince of Southland, the proceedings have not yet assamed other than a desultory form, but on the arrival of Dr. Menzies, or of a definite proposition from the Government ot -Southland, the arbitration will bu proceeded with.
