HpENDERS required from parties willing to I contract for erecting a line of Telegraph between Duncdhi, Port Chalmers, and the Heads, subject to the following' conditions: — 1. The Government to grunt permission to carry the line through its reserves, and along the Government roads a;id funds. 2. Sites to be set aside at Dunedin, Port Chalmers, and the Heads, for the erection of Stations. 3. Government messages to have the precedence of Contractor's or private messages. 4. Private or Contractor's messages to be despatched and delivered in order of receipt at tlie Office, to bo marked alike. 5. Telegraph servants to bo appointed by Government, subject to Contractor's approval; the Government, to have absolute power to discharge them. G. The Manager to be appointed by Government, wlio will have charge of all iiic.vsag'es, and who will sen that they are transmitted in proper order. 7. Contractors not to have access to messages, but to !;•_■ allowed to see that the books are properly kept. 8. Charges .is per annexed Schedule. 9 Contractors to keep the line in order, to pay all working expenses, including: the salary of the Manager. 1(1. Contractor to state what bonus, if nny, he is ■willing to pay; what subsidy, if any, he expects to receive ; what guarantee of minimum profit, if any, he is wiling- to accept in lieu of subsidy. 17. The contract to last for five years, with power to the Government to purchase during the currency |of the contract at 2-3 per cent, over actual outlay nt the time of erecting'the line and building the stations; and at the termination of the contract at 20 per cent, ovei' actual outlay. Difference of opinion as to actual outlay to he settled by two arbitrators, one appointed by Government, and one by the Contractors ; and in case of non-agreement by 'an umpire appointed by thy two. ALL Persons owning or maintaining dogs which have not been registered at the Office of the Clerk to the Bench, Dunedin, or at the Office of any other Clerk to the Bench in the Province, are liable in very serious penalties. All dogs, being six months old, are required to be registered annually on the Ist day of April. The constabulary force are the prosecutors and informants under the " Dog Nuisance Ordinance."
