PROVINCE OF OTAGO, NEW ZEALAND. rpENDERS required from parties willing to JL contract for erecting a line of Telegraph between Dunedin, Port Chalmers, and the Heads, subject to the following conditions: — 1. The Government to grant permission to carry the line through its reserves, and along the Government roads and lands. 2. Sites to be set aside at Dunedin, Port Chalmers, and the Heads, for the erection of Stations. 3. Government messages to have the precedence of Contractor's or private messages. 4. Private or Contractor's messages to be despatched and delivered in order of receipt at the Office, to be marked alike. 5. Telegraph servants to be appointed by Government, subject to Contractor's approval; the Government to have absolute power to discharge them. G. The Manager to be appointed by Government, who will have charge of all messages, and who will see that they are transmitted in proper order. 7* Contractors not to have access to messages, but to be allowed to see that the books are properly kept. 8. Charges as per annexed Schedule. 9 Contractors to keep the line in order, to pay all working expenses, including the salary of the Manager. 10. Contractor to state what bonus, if any, he is willing to pay; what subsidy, if any, ho expects to receive; what guarantee of minimum profit, if any, he is willing to accept in lieu of subsidy. 11. The contract to last for five years, with power to the Government to purchase during the currency of the contract at 25 per cent, over actual outlay at the time of erecting the line and building the stations; and at the tcrmimition of the contract at 20 per cent, over actual outlay. Difference of opinion as to actual outlay to be settled by two arbitrators, one appointed by Government, and one by the Contractors; and in case of non-agreement by an umpire appointed by the two. ALL Persons owning or maintaining dogs which have not been registered at the Office of the Clerk to the Bench, Dunedin, or at the Office of any other Clerk to the Bench in the Province, are liable in very serious penalties. All dogs, being six months old, are required to be registered annually on the Ist day of April. The constabulary force are the prosecutors and informants under the "Dog Nuisance Ordinance."
