Lite Labor delegates to the Jntertiatiuii.il Labor Conference have decided to mako an effort to throw out the votes of all (rountrie.s who have not sent worker delegates to the conference, but only Government appointees. More than ten Latin-American countries, China. Roumania. and Siant are represented only by diplomatic officers stationed in America. It is said that the Labor element hopes to create a bloc in the conference, by which it can prevent any act-ion unfavorable- to Labor. The International Labor Conference admitted the South African, Japanese and French delegates, despite protests.
